If I taught English abroad and paid taxes there, do I still have to fill out a form for foreign earned income here?

Yes.  If you are a US Citizen or resident, you must report all of your worldwide income on your US return.  Depending on your circumstances, you may qualify for the Foreign Income exclusion, or, in the case you mention that you've paid taxes to the other country, may claim a credit for Foreign taxes paid on your US return.  But your income earned outside the US must be reported.
