You will qualify for tax-deductable moving expenses, related to a new job, whether you moved in-state or out-of-state, based on two factors the IRS gives us. They are the Time Test and the Distance Test. You have to pass them both to qualify.
First of all, though, you must have actually moved to a new home. Simply lengthening your commute for a (new) out-of-state job, while keeping the same actual, physical, home as your primary residence does not count.
