If we installed solar panels this year, can the tax credit come back to us as a refund or just a credit against federal tax owed?

it's a credit again Line 22 of your tax return - look there.

 

the solar tax credit can be used to reduce Line 22 (form 1040) to as low as zero.  If there is still solar credit left, it is carried over to the next year's tax return.

 

there is no 'refund'. 

 

 

does that make sense?
