In looking at my property tax records, I've realized that I had unpaid taxes in 2017. Paid in 2018 but assessed in 2017 can they be deducted in 2017 taxes?

No, you can only deduct assessed taxes in the year that they are paid.  You will have to wait until your 2018 return to deduct those taxes.
