Is a laser cap device that's only available from a doctor by prescription a deductible expense? It's not only to stop hair loss but for the health of the hair follicle.

No, amounts paid for hair transplants and hair removal (electrolysis) are not deductible. 

 

As a general rule, you can't include in medical expenses the amount you pay for cosmetic surgery. This includes any procedure that is supposed to improve the patient's appearance and doesn't meaningfully promote the proper function of the body or prevent and treat illness or disease. You can not include in medical expenses the amount you pay for procedures such as hair transplants and hair removal (electrolysis).
