Is Property tax deductible on WI state income tax?

Should property tax (which is a local tax) be deducted when you calculate AGI for state income tax? Otherwise, I pay state tax on money I use to pay for another local tax. For example, suppose my adjusted gross income (after all other adjustments) is $100k. Property tax is $10k. Should state tax be assessed on $100k-$10k=$90k?

    It is not deducted from income  however there  is a tax credit can be claimed on your Wisconsin income tax return. You can receive a credit for part of the rent or property taxes you paid in that tax year. It is a credit against the tax you paid and it is nonrefundable.
