Is the New York State Standard deduction limited (i.e., reduced) based on Income Level as it is for Itemized Deductions?

No there is no income limitation if you take the standard deduction on a New York State return.  If there is a change in residency you must allocate for the period of residency (Form IT-360) but there is no income limitation for taking the NYS standard deduction.  The links below should be helpful if you would like more information:

No there is no income limitation if you take the standard deduction on a New York State return.  If there is a change in residency you must allocate for the period of residency (Form IT-360) but there is no income limitation for taking the NYS standard deduction.  The links below should be helpful if you would like more information:
