No, money earned in the U.S. Virgin Islands is not considered Foreign Income. The islands are politically part of the United States.

 

If you are a U.S. citizen and not a resident of the U.S. Virgin Islands, you will report your income from the USVI on Form1040.

 

The tax is then apportioned between the United States and the USVI. Internal Revenue Service Form 8689 is required for income from the United States Virgin Islands. TurboTax does not support Form 8689. You will need to file a paper return and include Form 8689.
