It seems the innovative vehicle credit or EV tax credit for state of CO doesnt allow you to fill out form DR 0617 if you have already assigned the full amount at POSale

No extra form needed if credit transferred at purchase to dealer. Unlike Federal side

    Correct, according to the Colorado Dept of Revenue: "A purchaser or lessee who assigns the credit is not required to complete form DR 0617 or file a Colorado income tax return to claim the credit."
