I didn't enter any job-related expenses but turbotax is stating that i did and therefore won't let me transmit my efile due to an error on my city return

You can Delete Form 2106 for Job-Related Expenses from your tax return if these don't apply to you. If you're Self Employed you would enter these expenses on Schedule C, but in most cases, Job Related Expenses are no longer deductible.

In TurboTax Online, in the left-side menu click on Tax Tools > Tools, then choose Delete a Form from the pop-up menu. Scroll through the list of forms in your return, and use the Delete link at the far right side to delete Form 2106.

In TurboTax Desktop, use FORMS mode to Open the Form, and the Delete button is at the bottom of the form.
