My child's daycare provider signed the w-10 form on March 2, 2020. I hear the dependent care credit is up to 8000 . Is the year supposed to be 2021?how is it calculated

Yes, 2021 is the year that the credit increased as you suggest.

It’s worth as much as 50% of your qualified expenses, up to $8,000 for one qualifying person and $16,000 for two or more qualifying persons.

A daycare provider is required to give you Form W-10 with their tax ID number.  There are no exceptions, so you can request it from them.

That said, if you fail to receive a new form from them, you can use their information from the W-10 previously provided.  Most likely, their federal ID number is still the same.
