My child was born 12/10/15 and we were told that he would qualify for 3000 in the child tax credit. Since he didn't turn 6 until December, shouldn't it be for 3600?

No.   It goes by his age at the very end of 2021.   Since he was 6 at the end of 2021, the child tax credit amount for him is $3000, not $3600.

No, it is based on their age on the last day of December. Since he was 6 by December 31, 2021, he does not qualify for the $3,600 tax credit.
