My daughter literally checks off every qualification they ask for, too get us the child tax credit. after i went through the whole process it stated she did not qualify!

The Child Tax Credit is a nonrefundable credit. A nonrefundable credit essentially means that the credit can’t be used to increase your tax refund or to create a tax refund when you wouldn’t have already had one. The credit will reduce your tax liability. 

You won't qualify for the credit if you don't have a tax liability.
