My dependent, in this case, my mom, has received 1095A. I was using my employer's insurance so I don't have a 1095a.
When TurboTax ask, did you receive 1095a? is it asking me? or my dependent? or if either one of us has 1095a I should choose yes??

You should answer yes as the question "Did you receive 1095-a": is addressed to everyone who is on the tax return.

Your return will get rejected if you do not include1095-A information for all included in the tax return.

Ok, I am in the next step now.
so that 1095a has both my mom and dad.
    Turbox is asking:

    1.  I shared this policy with another tax payer who is not on my tax.

    2.  I have at least one independent on my tax who is filling a separate return.

Since my mom will be filling her own tax as well. Do I choose 2? or because my dad is on 1095a, so I should choose both 1 & 2 ?

You mentioned that your mom will file her own taxes, and you are claiming her as your dependent. Did your mom earn more than $4,300 in 2021? If that is the case, you don't claim her as a dependent on your return. Let her file the 1095-A form on her own tax return. If you can share more details about your tax situation, we can give you more specific advice.
