My grandaughter is disabled. When applying for disability benefits, we had to pay the doctor for copies of her medical records. Is expense deductible?

Probably not, because most disability benefits are not taxable.  And not deductible by you in any case.

Fees like this that you pay in order to get income are deductible if the income is taxable.  But they are a miscellaneous itemized deduction subject to the 2% rule, so many taxpayers won't benefit, and if the income is taxable, the fees would be deducted from your daughter's taxable income on her tax return, not on your tax return.
