My husband and I live abroad with foreign income earned. We do not owe any federal taxes, but were eligible for student loan tax deduction. Will we receive money back?

No, if you do not owe taxes, the federal student loan deduction would not make any difference.  This deduction simply reduces your taxable income, thereby reducing your tax.  If you already do not owe any tax, there is nothing to reduce.
