Question

My permanent address was in Oregon. I bought a home in Washington in September, but I have not physically moved into the home yet. Do I still file as an Oregon resident?

Yes.

If you move sometime in 2022, you will have to file a part year resident return for OR for 2022.

If your WA home is a second home, and you also keep the OR home, you may continue to be an OR resident for tax purposes, depending on the details.
