My property taxes owed were more than what was received via the escrow account. Do I still input amount on 1098 or do I input actual amount paid for 2020?

You input the actual amount of property tax paid, not the amount you paid in to Escrow. Form 1098 may or may not be correct. It will reflect the amount disbursed by the mortgage company. If you want to be certain, go to your property tax commissioners website, and look up your property tax bill for 2020.
