My son was born 9/2/2016. why does he not qualify for the child tax credit?

If the child lived with you for the months after he was born, then you would say that he lived with you for the whole year, in the Personal Info tab entry for him as a dependent, where it says "lived with me for-- select a time period.A child born at any time during the year counts as an exemption for the full year.  This means you can answer the other questions to determine if you qualify for a head of household filing status and other credits and deductions related to dependents, such as the Earned Income Credit and Child Tax Credit.
