My standard deduction of 18,000 is higher than my itemized deductions can I still claim expenses on my work car and gas mileage

No. For two reasons:
1. The job expenses deduction, for W-2 employees, was totally eliminated, starting in 2018.
2. even in the past, the deduction was only allowed as an itemized deduction, subject to the 2% of AGI thershold.
