My wife Melinda went to a medical mission(school related) out of the country last year and spent $1500,where do i file this/claim?

Yes, the cost of a mission trip, which consists of unreimbursed volunteer expenses and mileage incurred, should be tax deductible as long as you have proper documentation for the expenses. 

Report this cost as a cash charitable donation under Deductions & Credits. Search on "charitable donations" and click the "jump to..." link to go to the start of this section.

Note that the value of donated time and services is not deductible as a charitable deduction.
