On 2016 tax return for ad valorem taxes, can I deduct an expense on IRS return if paid in January 2017 - within allowable time by the state?

If you're a cash-basis taxpayer (as most of us are), then no.  Take your expenses in the year that you pay them.  If you didn't pay your tax till 2017, then you can deduct that next year.
