Can "Federal exempt taxes paid to state of NJ in 2018" be deducted in 2019 tax year as Other taxes on Itemized Deductions form, not subject to $10,000 limit? This was allowed in previous years.

No.  The amount paid for your state income tax will be subject to the $10,000 cap as part of state and local taxes.

No, you can only deduct taxes in the year they were paid.

HI:Thanks for reply. However the payment to state of NJ was made in 2019 in April when state income tax was due. Therefore it is deductible in the 2019 tax year. My real concern is that in past years under the previous tax regulations before 2018 changes, it was shown as other taxes. These taxes were not subject to any cap.

Can I still put it in the same miscellaneous deductions location outside the $10,000 cap?
