Paid 2022 property/real estate taxes in '23 (SHOULD have paid in Nov'22). Do I NOT include them on '22 tax report, but include both '22 & '23 next year if I pay on time?

Right. Include the amounts you paid on the year you actually paid them. So on 2023 return.
