Pay a friend to watch my kid while a work, can I claim the tax child credit?

Assuming you are asking about the Dependent Care Credit, sometimes called the "Childcare Credit" then yes,  paying someone to care for your child while you work or look for work typically qualifies for the credit.  

 

In the "Deductions and Credits" menu locate the "You and Your Family" dropdown.  There you will find the "Dependent Care Credit" topic.  You will need to get the caregiver's name, address and social security number to claim this credit.
