Assuming that you're referring to a local tax paid, yes, it's deductible.

To enter your per capita tax in TurboTax Online:

    1. If you don’t see 2022 TAXES in the left pane, scroll down and select the dropdown to the right of Deductions & Credits and select Let’s get startedPick up where you left off, or Review/Edit
      • Otherwise, in the left pane, select the dropdown to the right of Federal, then select Deductions & Credits
    2. On the  Your tax breaks page, scroll down and select the Show more dropdown to the right of Estimates and Other Taxes Paid
    3. Select  Start or Revisit to the right of Income Taxes Paid
    4. On the  Income Taxes Paid page, scroll down to Other Income Taxes Paid in 2022.  Select Start to the right of Payments for 2020 or a prior year state or local income taxes paid in 2022.  This may not sound like the appropriate spot to report, but it will result in your per capita tax being reflected on line 5a of Schedule A, as needed.
    5. Select Continue and enter appropriate information

Yes. Per capita tax is a local (city, county, school district, other) income tax and is deductible as an itemized deduction, on the federal return. If the tax was withheld from your pay and is shown in box 19, of your W-2, TurboTax will automatically enter it on Schedule A of the federal return. You do not make a separate entry.

If you paid the per capita tax, by filing a local tax return, enter it as described in the other reply.
