Per TT my registration fees are not deductable. But on my renewal it charges a renewal fee and also a use tax. Is either or both deductable?

No, the renewal fee and use tax is not deductible.  The renewal fee is not a tax, it is to register the vehicle. The use tax is specifically to maintain the roads so it does not qualify as a personal property tax (based on value of vehicle and accessed annually) which is for the privilege of owning the car in the state.
