My husband gets an HRA from his pension.

I do not get an HRA.

Am I allowed to take a Premium Tax Credit (PTC) for the Insurance that I purchase through my state marketplace in 2022?    (IRS instructions and information booklets are unclear).

Yes, but there is a twist to the healthcare marketplace.  You can get either a self, or a family plan.  In your case you would only need the self-option.  However, your premium tax credit is based on your household total income, so your husband's income must be included.

Could you please tell me where it says that in the IRS code?  All I can find is HRA docs saying that your "tax family" includes your spouse and therefore no PTC.  It's confusing...

JohnB5677 stated the Premium tax Credit (PTC) is based on your household's total income. IRS Pub. 974, page 6, defines household income. "For purposes of the PTC, household income is the modified adjusted gross income (modified AGI) of you and your spouse (if filing a joint return). "So, you and your husband's income would be the household total income.
