We are a military family that PCSed from California to Oklahoma in November 2018. In 2019 I received $10,350 in unemployment benefits from California and paid $1035 in federal taxes on it. This was my only source of income. Do I have to file in California for it or do I add it to our Oklahoma taxes?

Maybe. Please see the charts below to determine if you need to file CA. Ca says:

    Filing requirements

If your income is more than the amount shown in any of the tables below, you need to file a tax return.

    Worldwide income

    CA state income

If you need more charts or have more questions, click on the landing page for filing requirements for CA. From there select the correct status and then scroll down to filing requirements.
