RSU vested: federal tax, social security, and medicare tax withholdings on W2 but NO State Tax withheld

I have a RSU grant of stock shares that vested in 2022.

W2 income reported: includes the total value of shares as income.
W2 tax withheld: Federal tax, social security, and medicare tax only. (No state tax withheld meaning box 15, 16, 17... are blank)

Q: Do I have to report the W2 RSU income on NY state tax return?

Yes you must report the income on the vested RSUs to the state where you earned them and/or your resident state.
