I live in a county in Washington state that has a sales tax rate of around 8.9%.  I purchased a car in a different county that had a combined city, county and state sales tax rate of 11.7% on vehicles.  When I enter the price of the vehicle (minus trade in an excluding tax) and then enter sales tax paid turbo tax  only allows me 8.9% deduction even though I paid 11.7%.  How do I fix this as the rate used to compute standard sales deduction excluding major purchases, various from county to county? I am losing out on about $600.

You cannot change the sales tax amount.  Unfortunately,  if you paid sales tax on a motor vehicle at a rate higher than the general sales tax, you can deduct only the amount of the tax that you would have paid at the general sales tax rate on that vehicle.  See Motor vehicles.
