It depends on what your WIOA sponsorship was.  If it was for employment or unemployment, then yes, these would be considered wages and income.

 

Was it a scholarship or grant used to pay for higher education expenses?  If so, then it is not considered taxable income, unless you used it for non qualified expenses such as room and board. 

 

Were they some type of public assistance benefits?  If so, it would not be taxable or included on your return.
