I assume that "my house" refers to a rental property that you own.

 

Yes, so long as the property is available for rent, it is considered to be in service (even if temporarily empty), and such expenses are still deductible on your Schedule E.

 

I am not sure where "fixture repair" came from, but it sounds like a repair to a light fixture or a kitchen appliance repair. In either case, if it is a repair and not a replacement, then this can go under Repairs and Maintenance on line 14 of Schedule E.
