Should I file taxes if I live overseas, work for a foreign company and do not earn any money in America ?

If you're a U.S. citizen, the answer is yes.  U.S. citizens are subject to U.S. income tax on their worldwide income, regardless of where they reside.  See this IRS reference:  https://www.irs.gov/individuals/international-taxpayers/taxpayers-living-abroad
