Should I itemize if I have about $4,000 in Dr and Prescription copays in 2017?

No, if that is the only deductible expense that you had in 2017, it isn't enough to itemize. Your total itemized deductions would have to exceed $6350 if you are single, $12000 if you are married, filing a joint return, and $9350 if you file as Head of Household. 

In addition, your medical expense of $4000 would be reduced by 7.5% of your adjusted gross income (AGI) before you could claim anything.
