Single parents with dependents

If two single parents live together and have two dependents: can the father file as head of household with dependent #1 and claim the child/dependent care credit, then the mother file single claiming dependent #2 in order to get EITC?

No, two individuals can not file for Head of Household at the same address.  To qualify as Head of Household you must pay more than half the expenses for a qualified household.  Since you have to pay more than half the expenses both individuals cannot claim Head of Household.

only one parent was going to file HOH and the other single with EIC. Doesn’t that make a difference?

Yes, as long as both parents are not trying to file as Head of Household, one parent can claim one dependent and claim Head of Household and the other can file single, claim one dependent and still qualify for the EIC credit.  You can view the EIC qualifications by viewing "What is the Earned Income Credit" provided by TurboTax.
