I got married this year and this is the first year filing jointly. We both received a State Tax refund last year and received 1099-Gs. My wife took the standard deduction and I itemized. The Turbo Tax software is saying the full amount of the refund id taxable. Shouldn't it only be my refund that is taxable?

Yes, only your state refund is potentially taxable. Since you know that your wife's refund is not taxable (because she took the standard deduction for 2022), don't enter her refund at all. It's not necessary to enter the 1099-G if it's not taxable. Enter only your state refund, and the information from only your 2022 federal tax return to correctly calculate the taxable amount.
