Tax Year Prior to 2020: Should I report my foreign income with or without the taxes I already paid on it in that foreign country?

Yes, you can but why would you want to do that since entering the foreign taxes paid gives you a credit against your U.S tax obligations. So, in theory you can. You will just be missing out on a legitimate tax credit.
