Tells me I can use the personal property tax for car since i live in Wisconsin, but I go to personal property tax and it doesn't tell me how to calculate

You would have to have the tax statement the shows the actual property tax that was assessed.

 

The standard annual WI vehicle re-Registration flat fees fees, and the flat municipality wheel tax do not qualify as a property tax.....

.....so it would have to be some type of actual property tax that is assessed based on the current value of the vehicle.  IF you can't find the tax form that lists the amount, and the rate at which it was assessed, then you shouldn't attempt to enter it.
