Total of all payments and withholdings

Under the section where I enter the information for the 1099G (state refund).  I put the amount that was refunded, in the "total refund received in 2022"

The section that follows, I am not understanding.  It has to be 0 or more.  It is "total of all your payments and withholdings"  Where do I find this on the 1099G statement?

    The "Total of all your payments and withholdings" is not on your 1099-G. You will find this information on your 2021 state income tax return.

     

    Add up any payments you made to your state or locality, along with any state or locality withholdings from the previous tax year, including:

     

    • Amounts withheld on your W-2, W-2G, and 1099
    • Estimated tax payments for 2021 (including any paid in 2022 for 2021 - it's common for the fourth quarterly payment to be made in January)
    • Overpayment from 2020 applied toward your 2021 return
    • Payments made with an extension of time to file
    • Refundable credits

    You can find most of this info on your 2021 state tax return. Do not include balance due payments made with (or after) filing a return.

    @ErnieS0 So this is line 78 in my state income tax return.  Why do they ask for this in federal return?

    If you itemized your deductions in 2021 you took advantage of all of the state taxes that you paid.  The 1099-G represents money you had refunded from that total amount.  The IRS wants to see if that adjustment will make a difference on your taxes.  @ErnieS0 did a great job of summarizing the information you will need.
