TurboTax changed my foreign address on 1099-DIV

I imported a 1099-DIV form from IBKR brokerage account where I have my foreign account on file. On the Review stage, it says that the state is wrong. The foreign country is also not filled out, where it should be. It is impossible for me to select the correct foreign country and not to choose a state, only inputing the state is allowed. 

In the City field is says, `TARTUMAA, TARTU LINN`. Well this isn't really right either. The city is just `Tartu`, the LINN is literally translated as `City`. The `TARTUMAA` is the county name, technically not a state also, but close enough. 

When I reached out to support, they required I must have a USA phone number for them to call me. It did not explicitly say USA phone number, but my local Estonian number did not work. So it is impossible for me to connect to a human on the platform which is why I'm writing here. 

I could input wrong information to get past the buggy software, but I don't want to submit incorrect information to the IRS.
