TurboTax will not let me enter $$ spent on child care under "Dependent care credit" It just keeps jumping back to deductions

The child care credit will not populate unless you have entered income earned from working.   Enter your W-2's or your self-employment income.   If this is a joint return you need to show income from each spouse under each name.   If you have self-employment income that shows only a loss, you cannot get the childcare credit.
