Under the “Medical Expenses Paid” section of the State return portion would I include items like out-of-pocket payment for prescription lenses?

You can enter that into the information as medical expenses in your federal return and the information should populate into your state return, Depending on your state, there usually isn't a separate area unless your state has a special provision for it.
