Under EIC Credit in Turbo tax deluxe there is a section that states
Do any of these uncommon situations apply
One of the questions is
Have either person lived outside the USA for 2019?
Both my wife and I arrived on Immigrant visas in June of 2019. We were only approved to come to the USA in June. So, since we didn’t get approved till June of 2019 would we still check the box that we were outside of the USA?
This question looks like it pertains to people who work and live outside the USA at their choice.
When coming here on an IR5 Visa green card you sell and leave your country to permanently reside in the USA and ultimately become a citizen.

Because this is your first year in the US, you are classified as a "Dual Status" alien.  Unfortunately, TurboTax does NOT properly handle Dual Status aliens, so I would recommend going to a tax professional who is experienced with Nonresident Aliens (they will also be familiar with Dual Status aliens).

In direct answer to your question, one of the requirements of the Earned Income Credit is that you live in the US for over HALF of the year.  So you would meet that qualification.  However, another requirement is that you must be a Resident or Citizen for the ENTIRE year.  So you don't DIRECTLY meed that requirement, there ARE certain elections that you may qualify for in that regard.  Again, TurboTax does NOT do that, but the tax professional will be able to help you with that.  MANY tax professionals are NOT knowledgeable about these things, so be SURE to ask if they are EXPERIENCED with Nonresident Aliens.
