We bought a home in Feb-2021 (closed) but moved to our new home in Mid-May, started paying local taxes since May. Do we have to pay local taxes from March thru Mid-May?

That is a judgment call. I think that you can start paying when you actually moved in, others might disagree. You pay local taxes because you get the benefit of local services. If there had been a break-in or fire in March, the local police or fire department would have responded. So there is an argument that you had access to their services from the day that you closed.
