Solved

We got green cards last year. I want to be able to let the system know that my young child qualifies differently this year than last year.

It turns out that the ITIN I have been using for years is not converted to a SSN as I assumed, but that a new number came for them.  I have to update their ITIN to their SSN.

If you are now filing as a US Resident for tax purposes, each year is filed independent of the previous years.  So for this year, to claim your child for credits they may eligible for, you will simply enter their information by clicking add a dependent and then answer the questions in the personal info section.  You will need to enter their Social Security number and it needs to NOT say invalid for work.
