What happens if I file now, with child tax credit at 2000 per child, and then it passes in legislation and increases to 3000 per child?

Since you are asking about something that is not in the tax laws now, no one can give you a definite answer on that. But one alternative would be that the IRS would automatically refund your credit, since they would know how much was due you based on the tax return they would have processed.

The last I checked, there has been NO intent to change the Child Tax Credit for 2020.  It would start in 2021 (next year's tax return).
