Because I didn't use the tax benefit and did open the account before 4/15 this year, is the portion tax deductible next year?

No, if you designated the H.S.A. contribution for tax year 2019, you can't deduct in 2020.

If this was a 2019 contribution and you filed your income tax return before putting the H.S.A. contribution on your tax return, you'll need to amend your tax return.

If you e-filed your return and your return is pending, you won't be able to make any changes until your return is accepted or rejected by the IRS.

If you e-filed your income tax return(s) and:

Note: the 2019 amendment form 1040-X hasn't been released by the IRS so you won't be able to amend your tax return until then. See When will my forms be ready?

Once the forms are ready, see How to amend (change or correct) a return you already filed
