Never heard of it.   Where do you see that - in what context?

Generally that term, senior citizen tax levy, is a portion of your property tax bill, that  is used to fund senior citizen services (the senior center in your town or county).  It has nothing to do with income tax, other than the fact that property (real estate) tax is deductible on Schedule A (itemized deductions)
