This is only a problem if you are trying to claim a credit for insulation materials, exterior doors, or windows or skylights.
If you are claiming energy credits for other types of improvements, then Form 5695 part II does not need to be filled in.
If you do need to claim a credit contained in Form 5695 part II, then be sure to answer 'yes' to the question 'Did you have any qualified energy efficiency improvements in 2023?" This is where that section will be completed.
